Property & Election Services

Overview

The Waseca County Property & Election Division is comprised of the Auditor, Treasurer, Recorder and Assessor’s offices.  These functions were combined into one division to better serve the residents of the county.  The Director of Property & Election Services is an appointed position that holds the statutory duties of the County Auditor, Treasurer and Recorder.   

Elections

As the Election Administrator, the Director is responsible for all election functions within the County.  Some of those responsibilities include preparation of ballots, rosters, training election judges, and providing election supplies and equipment to 22 precincts throughout the county.

Committee Membership

The Director of Property & Election Services is a member of the Board of Equalization, County Canvassing Board, Redistricting Committee, MnPrairie County Alliance Finance Committee and sits on other various committees as appointed.  She also serves as Clerk to the Extension Committee. 

Basic Duties

    • Acts as the Chief Financial Officer and custodian of all county funds and cash assets
    • Invests idle cash and cash reserves
    • Reconciles county bank accounts and investment accounts
    • Maintains records for all funds received and expended
    • Collects deed and mortgage registration tax
    • Responsible for the annual audit and financial statement
    • Acts as the Chief Elections Administrator, responsible for all election processes within the county
    • Is the custodian of official voter registration records
    • Issues liquor, tobacco, precious metals, dangerous dog, and firework permits or licenses as appropriate
    • Administers Tax Increment Financing (TIF) Districts as pertaining to tax calculation
    • Calculates tax rates and taxes due based on levy requests by the county, cities, schools and other taxing authorities
    • Prepares the Proposed Tax Notices and Property Tax Statements for every taxable real and personal property parcel in the county
    • Collects taxes and disburses levied money to taxing authorities
    • Issues tax certificates under the seal of the office
    • Maintains tax rolls through updates to ownership, splits, combinations, plats and transfers
    • Maintains records for all funds received and expended
    • Maintains status of delinquent tax records
    • Handles tax searches and information
    • Administers the escrow and ACH accounts for tax payments
    • Keeps a record of all county fixed assets and capital assets
